[sha2017-orga] Orga 'Special Vehicles'

Hi,

as some of you might know, Team:Villages is making a comprehensive[1]
list of special vehicles[2]. We want to draw them onto the map[3] so the
Firedepartment knows about them.
That list will also be present at the Gate. Vehicles on the list will
get a (multi)pass and can enter without further discussion.

If your team has Special Vehicles please contact me so I can add them to
the list. We need the following information:
- Type of vehicle
- Licence Plate (if is has one)
- Where should it be placed
- Approximate Size
