[mch2021-orga] Handling of Friends Ticket Requests

Hey there,

since the ticketshop is about to open: How do we want to handle friends
ticket requests?

So far, they are received at tickets at mch2022.org and piped into the
Ticketing Zammad Queue.

Should we ask Sysadmin to create a separate queue where the deciding people
take care of it?

Or is there one person from PL that would like to designate themselves as
the responsible? In this case, I can just assign you the tickets in
question for decision making.
