[mch2022-orga] COVID-19 policy and request to wear masks in public tents

I don't think this is clear for everyone who is planning to take the shuttle. I
don't know if there is already a last mail planned to everybody who bought a
ticket, but I think we should let everyone know by mail that it is required to
wear a mask in the shuttle. The current policy only "encourages" bringing masks,
so it might be that people who don't care won't have them.
