Hi,

First things first: Do you even need to get a local sim-card? Roaming 
within EU is regulated, and so it only makes sense in very specific 
cases. Coming from outside the EU does make a big difference though, 
depending on the roaming rates and conditions offered (check your 
current provider for details).

If it does turn out to be worthwhile (in case of stupendous roaming 
charges) you can get a local sim-card, either physical or eSIM.

To answer your question specifically: I wouldn't be bothered too much 
about the possibility for a french phone number, unless for the utter 
inconvenience of your relatives having to type a longer phone number :-)

That particular problem can be covered by POC though, so bring your DECT 
or install a SIP client on your phone, you should be just fine.

Shopping for a dutch sim-card is definitely also possible.

Some caveats: One thing non-dutchies might run in to while shopping for 
a dutch sim-card though, is you might hit some roadblocks if you want to 
just get a one month subscription. For instance, in many cases the 
provider wants do get you to do an iDeal transaction and provide them 
with a direct debit agreement for future charges (i.e. premium rate 
calling and other services not included in the subscription).

A pre-paid card might be an easier solution, and cards can be bought at 
most country entrypoints (i.e. schiphol) and even the local albert 
heijn. One travelblogger[1] I came across pointed out you'll most likely 
want to look for a major brand, as they tend to have the best 
multilingual support and the easiest customer journeys.

As for how much data you'll need: I trust there will be excellent wifi 
on the terrain ;-)
