[mch2022-orga] No low income option on ticketing site

Hi Robin,

You mean the discounted tickets from the stash that was overpaid by others buying a ticket that was higher than the normal ticket price. That system worked fine, afaik. It just was not introduced this time (yet). That decision resulted in more friend-ticket requests, which is totally unsurprising.

We can introduce this for the last mile ticket run, and so i'll add it on the PL agenda for their next meeting.
