[mch2021-terrain] placement of fences

Dear Dave,

you can find a tentative version of the plan for the fences here

We indeed do not plan to completely fence of the entire terrain, but 
make use of the moats and only employ fences for the remaining entrances.
These fences might move slightly on their respective paths.

The positions of the fences within the terrain are very much subject to 
change, if the thing they are used for moves.
