[why2025-terrain] Fences

Dear Manduca,

I have recently realized that I was working under an incorrect assumption.
That assumption was that we will order the fences with the rijplatten, 
but it seems they were supposed to go in the boels order.
I am sorry about the chaos and hope we can still add them?

We would need roughly 825m in bouwhekken (13001 or 13086) and 120m in 
dranghekken (13188).
