[Nuts] Power for large villages and placement

Hi team:Villages,

As WHY buidup is coming closer and Villages needs to be (re)placed on the
map, we need to make sure you put the power hungry villages where there is
infra nearby as mentioned before.

You can see the core power and water infra on the map. Villages such as
WOC, Milliways and FHB use the most and can't be placed far from main
distribution.

We have gotten a list, extracted from the wiki, see attachment. Or here:

Most of them were not on the NUTS power/water request list, so we will make
an estimation of what they need based on the wiki info.

*Some of those villages belong to the same cluster, please check if they
can be put next to each other (if not already) so we can put the infra in
the middle.
*If you move a village that has large power requirements or water
requirements, please contact us to make sure it is possible!
