[mch2022-orga] Proposal re Buildup: work-hours/structure

The event should be fun and it can only be if you also have time for yourself/friends/partner and to wind down. Planning now makes it possible to take this into account. It's better to have another buildup day than two days into one. The goal is that at least half of the event is time you can enjoy the event.
