[mch2022-orga] Children during buildup

Hello,
Kids, especially under 12, won't stay in their tent. And big machines and
other hazardous situations will also be near villages.
What I am wondering, even if kids are being taken care of by someone, that
"guardian" is not building MCH.
It's important that only people building MCH (not the villages) are on site
before day -1, if I am not mistaken.
