[mch2022-orga] Children during buildup

Hi all,
The assumption being made here is that the site would be child-free if MCH folks don't bring children. This is not the case. It will not be child-free as scouting groups occupy Babbage, Boole, Clarke, Lovelace, Rhodes field and the avonturenhuis. We cannot change this. But we can warn and prepare.
Drivers (of heavy equipment) have to take in account appropriate speed and safety precautions. They must be aware that there is a risk of children on site, groups walking over the terrain and so on. "Children on site" signs will be placed and handed out.
We can reduce the risk for the "hacker kids" by not allowing them at all. But we can also just have them far out of sight of heavy equipment and supervised, which will make them an insignificant risk compared to the other kids. As long as the hacker kids stay at the south of Snowden field or at Zuse, this will work out. Kids <12 are banned at any other field and cannot roam free in any form at any time during the restricted time period. So also not at the main harbor. The restrictions would be in effect until the 20th and from the 28th. Ofc the deal is still that when you're on the terrain at buildup time, you're helping with the buildup, which implies a balance.
Kids 12 - 18 can work with supervision of a caretaker/parent. The high-viz rule applies to anyone of our organization on the field during buildup and teardown: always wear one, especially when moving. We have ordered a ton of these vests, but please bring your own as well to be sure you'll have one.
So basically: set up a /tmp/camp at Snowden / Zuse and keep your kids safe.
