[Parking] Parking and official traffic stuff

Hi firewall,

summary of current parking / entrance situation reg. official traffic 
controllers as I understood from Dave:

- not needed at logistics entrance (Wagenweg West)
- not needed at roundabout (Festivalweg)
- needed at entrance of the 'speelpark de Swaan' (Wagenweg Oost):
'evenementenverkeersbegeleiders' during day -1, 0 and 1 to hold the WHY 
traffic that enter there (and let pass the local traffic)

As we do not have enough people (and only Germans) in the team:parking, 
we cannot stuff that out of the team.
Dave registered the event at https://www.verkeersregelaarsexamen.nl/ to 
find volunteers that might be able to help out, so far not responses.

In the build-up chart 
(https://cloud.ifcat.org/index.php/s/zxPBHt8inZmdY7o) I see "Traffic 
controllers (hired)" in line 236.
According to netsmurf, you might know more about this? Is this in place 
as described above and if so, do you have some details?
