[Parking] Parking procedure for speakers

Hi a51c,

for people that forgot to buy a ticket: there will be a "temporary" 
spot, where they can halt and click a ticket online.
If people are there for only one day, we will have temporary spots but 
we would require to have a list of people from you beforehand.
Same for important people, please let us know the date and name before 
the event.
