[Parking] Parking and official trafic stuff

Hi Dave,
right now, team:parking is still not well stuffed. Besides myself, there 
is one other person actively contributing right now, so I do not see 
those people coming from the parking volunteers pool. Especially since 
they would have to do this exam beforehand.

What other options do we have?
