[mch2021-terrain] New Nextcloud shared folder: WHY2025/Tents

Hi Team:Terrain,

Per PL's request I've created a shared WHY2025/Tents folder to
collaborate with Team:Permits on all details regarding the tents.

I haven't shared your own team's folder with Team:Permits as this
increases the likelihood of incomplete or incorrect data to be used for
creating the permit.
