[mch2021-terrain] Hosting PostGIS for Team:Terrain

Hi all,
For Team Terrain we would like to use PostGIS on PostgreSQL as data
storage for our mapdata.
That means we would need a PostGIS dbms that is publicly available, I
attached the very minimal docker-compose file that works locally for me.
In addition we also need several database users that have different
permissions, so that some teams can have permissions on different tables.
I can administrate those accounts, but for that I would need a user on
the database that can do that (or ssh access to the server).
Further, we would like to run daily (at least, maybe more frequent)
backups of the database that are then pushed to a git repository.
If you tell me your preferred method of scheduling tasks I can also
provide configuration and a script for that.
Would that be something that is possible and makes sense to you?
